About us

Who we are

The Copyright for AI Coalition is a European policy network coordinated by AI Chamber CEE. It brings together researchers, developers, companies, universities, investors and civil-society organisations that support clear and workable rules for text and data mining (TDM) in the European Union.

Our mission

Our mission is to give European researchers and innovators the legal certainty they need to develop AI responsibly and compete globally. We focus on the relationship between copyright, TDM, scientific research and commercial innovation.

The Coalition's work includes policy advocacy, expert exchange, legal analysis and practical guidance on the implementation of Directive (EU) 2019/790 on copyright and related rights in the Digital Single Market (CDSM Directive). We engage with EU institutions, national authorities and stakeholders across Member States, with a particular focus on the Brussels policy community.

Who takes part

The Coalition welcomes participation from:

  • AI developers and entrepreneurs
  • academics and researchers
  • universities and research institutes
  • investors
  • civil-society and business associations
  • companies active in Europe's AI ecosystem

Individuals and organisations can support the Coalition by signing the Manifesto. Signatories may also opt to receive information about Coalition activities and opportunities to participate in working groups.

What we are asking policymakers to do

We call on the EU institutions and Member States to:

  1. Preserve effective TDM exceptions under Articles 3 and 4 of the CDSM Directive.
  2. Promote consistent interpretation and implementation across Member States.
  3. Clarify the interaction between scientific research, public-private collaboration and commercial AI development.
  4. Support interoperable and legally reliable machine-readable rights-reservation mechanisms.
  5. Assess new copyright measures against their effects on research, competition, fundamental rights and the EU internal market.
  6. Provide accessible guidance for researchers, start-ups, cultural institutions, right holders and technology providers.
